Holmes County commissioners approved preliminary plans for the Liberty Park complex (a multi-use facility) and authorized issuance of a request for proposals for construction management services.
A project representative said the Department of Commerce has agreed to extend a conditional funding deadline by one year (from June 2025 to June 2026) contingent on final paperwork. The board moved to accept the construction plans on a preliminary basis and directed staff to issue an RFP for construction management so the county can act as the project owner while retaining professional construction oversight.
Board members asked how committed appropriations (including roughly $400,000 of county-held funds) would be used if bids come in lower than expected. Project staff said the county can reassign unobligated amounts across the related facilities (sheriff’s office, agriculture center, and the Liberty Park facility) and that state commerce and other funding sources could be adjusted to cover budget differences.
The board approved two motions: (1) to move forward with the preliminary plans and (2) to issue an RFP for construction management services. Staff said procurement documents were already in draft and would be placed on a future agenda for final review.
Ending: Commissioners requested continued budget oversight and asked staff to return with final RFP language and a timeline for construction management selection and contract execution.
