Surry County supervisors approve appointments, opioid grant partnership and stipend increase; discuss battery-storage ordinance

The Surry County Board of Supervisors approved several administrative items and intergovernmental actions at its meeting including appointments to the board of equalization, an increase in the equalization board stipend, and authorization to pursue a cooperative opioid-abatement grant with neighboring localities.
By resolution the board recommended to the circuit court the appointment of the following individuals to the board of equalization for one-year terms: Linda Bailey (Bacons Castle District), Doris Ellis Jackson (Carisle? Claremont District per packet), Thomas Byrd (Dendron District), Anthony Washington (Claremont District), and Alvin Cheatham (Surry District). The board also approved raising the per-meeting stipend for board of equalization members to $160 per meeting.
On opioid-abatement funds, county staff presented a proposed cooperative partnership application with Prince George, Hopewell and others to support a mobile overdose-response unit managed by District 19 Community Services. Derek Davis (presenting staff) said the unit would be staffed by peer recovery specialists with optional EMS and law-enforcement attachments and that the requested cooperative application would not require general-fund dollars; Surry County would instead use opioid-abatement distributions as the match. The board voted to approve the cooperative partnership application and authorized county administration to withhold an amount of the countydirect distribution as a potential future match if county administrators determine it to be necessary.
The board also authorized county staff to continue discussions with the YMCA of the Virginia Peninsula regarding a potential scope and agreement; any final contract would return to the board for approval.
Staff reported that a battery energy storage systems ordinance is under development and that a planning commission hearing and a site visit to an operational facility are being considered before final action. VDOT presented a quarterly maintenance and operations update including completed pothole and ditch work, sign maintenance and plans for resurfacing and Cape Seal work in several town and county streets during the upcoming construction season.
Board members also conducted appointments (reported from closed session) to the planning commission, the economic development authority and the board of historic and architectural review. The board approved a motion to authorize the county administrator, county attorney and staff to continue discussions with YMCA representatives and to return any proposed contract for board review.
