Pat said the higher bids reflected larger firms' pricing and that the scope of work was based on the Restore Consulting specifications; the facilities project manager recommended awarding the work to the low bidder with a 5% contingency for concealed conditions and alternate items that could be added once work begins.
A commissioner requested a post-project accounting of any contingency dollars used; Pat agreed to return with a contingency-use report after project completion. The committee voted unanimously to support moving forward with the low bidder and to use capital-improvement funds to pay for construction.
