Baldwin County launches $30 million county‑municipal road partnership; Gulf Shores project approved

Baldwin County commissioners voted to approve an intergovernmental roadway construction agreement with the city of Gulf Shores to build intersection and roadway improvements at Kenner Road 6 and State Route 59, the first project within a newly unveiled county‑municipal program.

County staff described the program, called "30 Cubed," as a locally funded County‑Municipal Transportation Infrastructure Partnership that designates $30 million in county money to be matched by $30 million in municipal contributions to fund local roadway capacity and connectivity projects. Staff said the program aims to have $60 million in projects under contract, under construction or complete by 2030.

Frank (county staff) told commissioners that the program is intended to focus on problem areas at county–municipal interfaces, to move quickly and to avoid the bureaucracy that can accompany state and federal funds. He said projects will be prioritized based on municipal financial commitment, municipal project management participation and timeliness of results, and that the county—s minimum cost share requirement is dollar‑for‑dollar.

Mayor Craft of Gulf Shores spoke in support of the partnership, calling it "exactly the way government should work," and said Gulf Shores brought the Kenner Road 6 at SR 59 project forward to be the program—s first example. Commissioners who spoke praised the program—s collaborative structure and said they hoped other municipalities would participate.

Under the agreement approved by the commission, the city of Gulf Shores will assume maintenance responsibility for the county‑maintained portion of Kenner Road 6 after project completion. The county—s staff recommendation to approve the intergovernmental roadway construction agreement was adopted by roll call and the motion carried.
