Council adopts annual landscape, lighting and drainage assessments totaling about $2.8 million

The Paso Robles City Council unanimously approved engineer's reports and ordered the levy and collection of assessments for the Landscape and Lighting Maintenance District No. 1 and the Drainage Maintenance District (DMD 2008-1) for fiscal year 2025–26.
Dwayne Brown, maintenance services superintendent, told the council the assessments are developed for each subarea based on actual maintenance costs and that the engineers' reports are available on the city's website. “For this fiscal cycle, approximately $2,377,000 will be assessed,” Brown said, and of the 4,144 property owners, about 97% will see annual increases of $50 or less. Brown said nearly 52% of parcels would be assessed $10 or less and just under 45% would be assessed between $10 and $50; only 3.2% would be assessed between $51 and $100 and 0.3% would exceed $100 annually.
For the drainage maintenance district adjacent to Ashwood Place, Brown said $447 will be assessed for the fiscal cycle.
Council member Tim Gregory moved adoption of the engineers' reports and the orders to levy assessments; Council member Carlton Strong seconded. The council adopted four related resolutions on a unanimous roll-call vote. No members of the public spoke against the levy during the hearing.
Staff said assessment revenue will fund maintenance of streetscapes, medians, parkways, detention basins and related neighborhood landscape and lighting amenities.
