The Planning Commission on June 3 recommended City Council approval of a preliminary plat, zone change and annexation for the Lickdee Homes Seventh Edition to correct an encroaching rear yard line in a mobile home community off Tenth Street SW.
City staff told commissioners the filing largely corrects a mismeasured backyard line where mobile home piers were placed too close to the property edge and where backyards had encroached onto adjacent agricultural land. Because the disputed line abuts the city limits and an extraterritorial jurisdictional (ETJ) boundary, staff said the correction requires replatting, annexation and rezoning even though the number of lots and homes will not change.
Staff recommended adopting findings of fact and forwarding a recommendation of approval to the City Council. Commissioners complimented the applicant for pursuing the clean‑up despite the complexity of adjusting city and ETJ boundaries, and several commissioners thanked the applicant for the effort. No members of the public spoke at the hearing. Vice Chair Baumann moved to approve based on staff recommendations; Commissioner Erickson seconded. The motion carried on roll call.
The action will move forward to City Council, which must act on annexation and the zone change; staff noted the council will consider annexation concurrently with the plat and rezoning.
