Paso Robles Council OKs chamber upgrades and new video system, allocates $159,739 in funds

The Paso Robles City Council voted unanimously Tuesday to approve upgrades to the city council chamber connected to a new video broadcast system, allocating a total of $159,739 from public educational and governmental (PEG) funds, capital improvement funds set aside for ADA compliance, and facility replacement reserves.
Public works director Freda Berman told the council the new video system will “include multiple cameras, enhanced lighting, professional graphics, and captioning,” and that the recommended physical upgrades would both refresh the chamber and ensure ADA compliance. The staff recommendation identified eligible PEG-funded items — acoustic wall panels and motorized shades — at $73,730; an accessible lectern and an ADA-compliant dais at $50,069 from CIP ADA funds; and carpet and paint at $35,940 from facility replacement reserves.
Council member Tim Gregory moved approval of a resolution to proceed with the chamber upgrades; Council member Carlton Strong seconded. The motion passed on a roll-call vote with Gregory, Strong, Chris Bausch, Chris Beal and Mayor John Hammond voting yes.
Council members asked staff for additional detail on final dais dimensions and ergonomics before installation. Berman said the proposed prefabricated dais accommodates 13 individuals, conceals cords, and is ADA compliant. A public speaker objected to added expense for window shades, saying the current shades “are working” and calling additional spending “a waste of taxpayers' money.” Berman and staff responded that parts are no longer available for the existing shades and that new acoustical treatments will improve broadcast quality.
Council directed staff to finalize scope and contract negotiations with the selected vendor and to return final design details for the dais and lectern prior to fabrication. Staff said the conversion work is scheduled to follow a planned city-hall remodel later this year so the chamber can be upgraded in a single, coordinated effort.
The resolution appropriates $73,730 in PEG funds, $50,069 from CIP ADA funds and $35,940 from facility replacement reserves to pay for the improvements.
