Policy committee reviews field-trip and student-travel policies; agrees to add inclusion language and clarify chaperone/volunteer rules

The Cheltenham School District Policy Committee reviewed proposed new and revised policies on field trips and student travel and instructed staff to add clearer language on inclusion and volunteer/chaperone requirements before the next reading.

Christina Gallagher presented a draft field-trip policy (Policy and AR 1 21) and said the document was intended to consolidate prior language and reflect operational updates requested by administration. Gallagher said most changes were educational or operational rather than legal. Committee members asked for specific clarifications about accommodating students with individualized education programs (IEPs) and about the district’s process for determining when a student may be excluded from a trip for behavioral reasons.

Dr. Whitehead asked whether the policy should explicitly restate the district’s commitment to inclusion for students with disabilities. Gallagher confirmed that the AR currently addresses adherence to IEPs and said the committee could add explicit inclusion language at policy level for the second read. Gallagher responded, “We can add language to to kind of… ensure that all students are given access,” and she agreed to note the change for the subsequent draft.

Committee members raised questions about chaperone responsibilities and the volunteer policy cross-reference. One member asked whether chaperones require a tuberculosis (TB) test; presenters noted the district’s revised volunteer policy clarifies which volunteers need TB testing and which do not. Committee members asked that the AR or guidance explicitly explain when chaperones are considered direct volunteers (for example, overnight trips) and when they are not (short, daytime events) to avoid confusion.

The committee also reviewed related items in student-travel and GPA administrative regulations. Staff said the district standardized GPA calculations so all class years will follow the same standard going forward; members noted an earlier concern about study halls versus music classes affecting weighted GPA calculations had been resolved. Gallagher flagged a statutory change affecting dual-enrollment transcripting: state guidance now requires that college-bearing dual-enrollment courses approved by the district appear on the district transcript with the college course title and receive weighting consistent with AP-level courses when preapproved and documented in a memorandum of understanding with the institution.

Action and next steps: committee members agreed to add explicit inclusion language to the field-trip policy draft, clarify the chaperone/volunteer TB-test cross-reference in the AR, and publish the revised ARs and policies for the second read. The ARs will be posted for public review; ARs are not subject to committee vote but will accompany policies when presented to the full board.
