Senate expands criminal protections for public-safety animals to include animals beyond police dogs

Salt Lake City — The Utah State Senate adopted a bill that sponsors said expands statutory criminal provisions that previously focused on police service dogs to include other animals used by public-safety agencies.
Senator Jen Plumb, who brought the measure to the floor, said it originated from a sheriff's department that identified gaps in statute: "It seems that in the statute, only dogs were recognized as a possible or police public safety animal. So we looked into the code… and this bill basically all it does is it expands and clarifies the criminal provisions relating to police service canines to include other animals used by public safety to assist with duties related to public safety," she said.
Plumb said the change was intended to cover animals used by EMS, search and rescue and military public-safety roles as well as law enforcement. She added the bill did not change penalties, only descriptions, and includes a coordination clause to align the language with companion bills moving through the Legislature.
The bill received broad support on the floor and was approved 25–0 with four senators absent. Sponsors indicated no penalties were increased as a result of the language change; the measure aims to ensure the code recognizes non-canine working animals in public-safety operations.
Next steps
The measure will proceed to enrollment and transmittal as required. Sponsors said the bill clarifies existing criminal provisions and coordinates statutory language with related bills.
