Staff reported the city’s 311 service and a web‑based guide (Clarity) are being put into service; Clarity will provide a decision‑tree for applicants to understand required steps and outside agencies. Staff said the 311 system was expected to be completed in July and that Clarity will let users input an address and receive a workflow and approximate fees for typical projects. The planning department also reported the Tyler permitting system is being implemented; staff said Tyler remains a work in progress and some users continue to experience site quirks.
The commission heard that the department will hire a new staff member to serve as a business‑licensing concierge — a single point of contact to guide applicants from first inquiry through permit completion. Staff said this position aims to reduce applicant confusion and shorten turnaround times.
Commissioners also reported on recent community activities: a south‑side cleanup that used five 40‑yard dumpsters and a historical‑plaque program with an October 11 tour showcasing award recipients. A volunteer group (Phoenix Rising) helped organize the cleanup, and staff said the effort removed hundreds of cubic yards of debris from neighborhood sites.
No formal action was taken; commissioners encouraged staff to continue implementation and to consider expedited responses for realtors and brokers when quick permit or permit‑status information is needed.
