Planning commission approves beer-and-wine use permit for Mosiah's convenience store

The Oroville Planning Commission approved Use Permit UP 2509 on a 5–0 vote, with Commissioners Joshua Hamilton and Terry Smith absent, allowing Mosiah's Convenience Store to hold a Type 20 license to sell beer and wine for off-premise consumption.

City staff presented the proposal and said the application was evaluated against existing land uses within a 500-foot buffer and that the addition of the license would not create an overconcentration. Noel (staff member) told commissioners, “Staff has made the determination that there is not an over concentration and that the addition of a liquor license to mister Daley's establishment would not be a nuisance, and therefore, we are recommending approval.”

The applicant — identified in the record as Mr. Daley — described dedicating about a 12-foot section of shelving for beer and wine and said groceries constitute the bulk of business. When asked by Vice Chair Natalie Sheard whether the store would become a liquor store, the applicant said it would not and that groceries would remain the primary stock. The commission asked about inventory ratio and floor plans; staff said some of those details were reviewed previously at the Development Review Committee and that the portion devoted to alcohol would be “a very small amount.”

After limited public comment (none submitted) and a brief commissioner exchange, a motion to approve UP 2509 carried. The final vote tally recorded five yes votes, two absent.

The permit allows only off-premise beer-and-wine sales (Type 20). No conditions in the public record limited sales by customer type or set a minimum/maximum inventory percentage at the city level; staff noted any such specifics would be matters for the Alcoholic Beverage Control (ABC) Division or the operator’s business choices.

The commission closed the public hearing and moved the item to a vote without additional modifications.
