The numbers: Interim staff said the city was awarded just over $77,000,000, has spent roughly $30,000,000 and has an unspent balance of about $46,000,000; staff projected the funds will be fully expended by Dec. 31, 2026. "The city was awarded 77,000,000... and we met the deadline with the Department of Treasury, and we committed all funds as required by 12/31/2024," Jeanne Fortune said during the presentation.
Project highlights and questions: Staff highlighted the Feldheim Library MakerSpace (construction RFP due next month), a downtown revitalization project (about $12 million), Lytle Creek Park improvements and a planned real‑time information center for public safety. The presentation noted recent purchase orders for street maintenance vendors Horizons and Hardy & Harper.
Motel vouchers and other housing spending: Councilmembers pressed staff on motel voucher spending: the staff report listed $973,500 allocated to a motel voucher program with only nominal ARPA expenditure recorded through March 31; staff clarified the city also uses Community Development Block Grant and other funds to support vouchers and that combined voucher spending to date is about $455,000.
Other ARPA details: Staff said the city has committed funds to multiple capital and service projects and will return with quarterly updates. Council received and filed the ARPA update by unanimous vote.
