The Taylor Independent School District Board of Trustees completed its annual reorganization and voted on several administrative items Monday, including an insurance renewal, approval of an efficiency-auditor contract, expanded staff recruiting incentives and a public hearing date to adopt the 2025–26 budget.
In nominations conducted immediately after public recognitions, trustees elected Marco Ortiz as board president, Shorty Mitchell as vice president, Jim Boozahn as secretary and Cheryl Carter as assistant secretary by voice vote after nominations and seconding motions.
Trustees also approved a renewal with the TASB Risk Management Fund for the 2025–26 policy year; staff reported the district’s contribution would be $576,314, an increase from the prior year driven largely by newly insured campus square footage and higher property and auto-liability benchmarks. The board approved the renewal by a 7–0 voice vote.
On budget and oversight matters, trustees set a public hearing to adopt the 2025–26 budget for June 23, 2025, at 6:45 p.m. at the Main Street Boardroom and approved a resolution allowing the district to reimburse selected near-term facility and technology expenditures from future voter-approved bond proceeds if those bond funds are later issued.
The board approved an agreement to hire an efficiency auditor, Mark Casey, to perform the state‑required efficiency audit tied to a potential voter-approved tax-rate election; the base audit fee was listed as $19,500 with additional optional services by agreement. Trustees also approved the district’s proposed sign-on bonus program for high-need positions at Taylor Middle School and other high-need roles: the board authorized expanded signing incentives (including larger incentives for hires with multiple years of experience if hired before August) and approved a temporary increase to referral bonuses for current employees to $1,000 per successful hire.
All motions on these agenda items were approved by the board without recorded roll-call tallies in the transcript; votes were announced by voice as “ayes” and the chair declared motions carried. Where movers and seconders were recorded in the transcript, the meeting minutes also show those names (for example, the nomination of Trustee Marco Ortiz for president was moved by Shorty Mitchell and seconded by Joe Miller).
The meeting record also shows the board approved the consent agenda including minutes, tax reports and other routine items and received a budget workshop with preliminary 2025–26 revenue projections; board staff cautioned the projections remain subject to change pending final appraisal and legislative action.
Key items approved (summary): reorganization of officers; TASB insurance renewal; set public hearing to adopt 2025–26 budget (June 23); resolution to reimburse certain near-term facility/technology spending with future bond funds; efficiency audit agreement; sign-on bonus program for high-need positions; increased employee referral bonus; consent agenda.
