St. Charles Parish council adopts 2025 update to floodplain and stormwater program for public information

Marty Stein, planning administrator, said the original program was adopted Feb. 17, 2020, and the five‑year update had become overdue. The five-page addendum updates program information and includes an implementation schedule listing 32 outreach projects the parish will pursue annually to earn credit in the National Flood Insurance Program’s Community Rating System (CRS).
Councilman Pillier asked about CRS ratings and discounts. Stein and Parish President Jewell explained the parish currently has a CRS rating of 7; a rating of 8 corresponds to a 10% discount on flood insurance premiums, and each CRS level represents roughly a 5% change in discount. Officials said the parish moved from an 8 to a 7 after prior updates and is seeking to maintain or improve its rating; they discussed targeting a re‑rate in early 2026.
Stein described additional technical work tied to the update, including a public-facing GIS mapping tool being developed by the parish GIS department that integrates flood maps and other data to help the re‑rating process. The update was presented for adoption as a public information document; the council provided unanimous support with no public comments recorded during the hearing.
The resolution (file number 2025-0150) passed unanimously at the May 19 meeting with no amendments. Officials said the update is mainly administrative and intended to preserve or improve CRS credit, which can reduce flood insurance premiums for parish residents.
