Council reviews pavilion bid for new park; staff to seek additional RAPS funding

City staff told the River Heights City Council on Jan. 21 that they have received a vendor bid for a pavilion at the city’s new park and intend to seek additional grant funding to expand the project.
Council member Chris Milbank reported that he contacted Ellis Equipment and received a bid for the pavilion that “included the cement pad.” He stated the vendor price as “a hundred and $19,000,” and later in the meeting the council noted the document in the city’s SharePoint listing $119,970. Milbank also said the city currently has $120,000 in wrap funding (described at the meeting as pending purchase and reimbursement request) and that he planned to “apply to RAPS again” to request additional money so the pavilion could have a larger surrounding concrete skirt. He said any additional request would be made before the RAPS due date of March 1.
No formal award of the contract for the pavilion was made at the meeting. Council members discussed the budget figures and asked staff to pursue additional grant funding and to bring any contract or purchase‑order requests back to council for approval. The council did not direct staff to sign a contract during the Jan. 21 meeting.
Council members also noted logistics such as pavilion size (discussion referenced a roughly 30‑by‑33 to 33‑by‑40 footprint in comparison to an existing pavilion) and confirmed that the bid included the concrete pad.
The mayor and staff said they would return to the council with a funding strategy and any procurement items that require formal council approval.
