Neil Critstall said he was present and noted that all four council members were in attendance. He announced the agenda item: “The agenda is a public hearing for the community block grant.” When no members of the public on Zoom indicated a desire to speak, the council closed the hearing.
The council then moved to adjourn. An unnamed council member said, “I make a motion. We adjourn.” Another unnamed council member seconded.
