Snyderville Basin Cemetery District directors discussed a draft procurement policy intended to establish purchase thresholds, competitive bid rules and exceptions required by state law.
Ryan, an attorney advising the board, explained that state code requires local governments to adopt procurement policies and set purchasing thresholds for small, intermediate and large purchases. He said common small‑purchase thresholds among districts range from $5,000 to $25,000 and noted the county’s threshold remains at $5,000. He outlined categories such as capital purchases, professional services and construction, and said the procurement rules prescribe different procedures by category.
Directors agreed the full county procurement code was voluminous and that the district’s policies should be customized and streamlined. The board directed Will and Dan to work with Ryan and with examples from other districts (North Summit Rec) to draft a shorter, tailored procurement policy that can be presented and vetted at the next meeting.
On banking, directors discussed outreach to local banks (Zions, Wells Fargo, KeyBank) and asked to compare fees, ACH/Zelle capabilities and state contract options. The board obtained an EIN and asked members to share notes from bank meetings and to consider using state contract vendors if available. The board did not finalize a banking provider at the meeting.
