Town staff said the solicitation had been posted as one project, which generally requires awarding the entire package to the lowest responsive, responsible bidder. Council members expressed concern that accepting the single lowest total bid might prevent choosing different contractors for separate buildings. Staff confirmed that to do otherwise they would need to rebid the project with packages separated.
