Esperanza Park construction hits milestones; city staff estimates spring opening, cautions on delays

City staff updated the Parks and Community Events Commission on construction progress at Esperanza Park during the commission's February 2025 meeting, saying several major construction milestones are complete and the contractor estimates finishing work by spring.
Andres Perez, who presented the report, said the park — located in the Junhills neighborhood adjacent to San Diego Drive between Mia Place and Chia Place — reached a key milestone when the restroom facility provided through a cooperative purchase agreement was installed. Perez said the city used cooperative purchasing agreements to procure several large park components at competitive prices.
Perez listed components installed or delivered: the restroom building, fabric shade structures, playground equipment with rubber surfacing for children ages 2–5 and 5–12, picnic shade structures, exercise equipment, site furnishings, and irrigation. He said the restroom building will include exterior sinks so people using the restrooms will not have interior sinks, and the restroom building will have screened upper vents for light and airflow, low-level lighting for night use and an automatic locking function after park hours with an emergency exit release.
Construction work also includes a dog park with a cantilever shade similar to Panorama Dog Park, poured concrete at the central plaza and entrance, installation of concrete for an emergency vehicle pathway and storm drains, and ongoing planting and irrigation. The city and contractor are coordinating with the Coachella Valley Association of Governments (CVAG) on a Colton/Coachella Valley connector pathway and CVAG's shade structure and site furnishings beneath it.
A parking area and drop-off zone are being installed at the main entrance; staff described a parallel parking area with "about 80–88 stalls" in the meeting transcript. Perez said contractor estimates had targeted April 2025 for substantial completion, but Chair Hyland cautioned that recent change orders could extend work and said "you're realistically probably looking at May."
Commissioner Martinez asked whether graffiti deterrents had been applied to long walls. Perez replied that an anti-graffiti coating had been applied to the perimeter wall and the restroom facility.
Staff said remaining tasks included completion of ball courts, the foot-saw field (as stated in the presentation), site cleanup and addressing a couple of change orders; the contractor estimate at the time of the presentation showed April 2025 but staff and the chair acknowledged the date could move.
The construction update was provided for information and discussion only; no formal action was taken. Staff said they will coordinate scheduling and grand-opening planning with the communications and events team and other commissions. The city intends the grand opening to be a city event; final scheduling and guest invitations will be determined by the city manager's office.
