Pittsburg awards $223,069 purchase of used track loader from Foley Cat using ARPA funds

The Pittsburg City Commission on Jan. 28 approved awarding a purchase contract for a used track loader to Foley Cat (Foley Cat/Chanute dealer) for $223,069, to be paid from American Rescue Plan Act (ARPA) funds.
Public works staff explained the city solicited bids for a track loader with a budget cap of $250,000 and received a single acceptable bid from Foley Cat for a 963 track loader. Staff said the machine is an eight-year-old unit with more than 4,000 operating hours; a brand-new machine was described in the meeting as costing about $500,000. The recommended purchase price includes installation of auxiliary hydraulics so the city can use clamshell or other hydraulic attachments; the auxiliary hydraulics add approximately $12,000 to the base machine price, staff said.
The award includes a three-year/1,500-hour powertrain warranty. Staff said the machine is a delivered unit and the vendor agreed to honor the bid while another potential buyer was considering the same machine.
Commission discussion covered expected uses (street work, loading salt and sand trucks in winter, building demolition and property cleanup), anticipated hourly use (staff estimated far below full-time machine hours), and trade-in/replace decisions down the line if the city determines it needs a new machine. Commissioners and staff discussed that buying a used machine with warranty was a conservative approach given other budget priorities.
The motion to award the contract was moved by Stu, seconded by Chuck, and passed by voice vote. Staff will finalize contract paperwork and arrange delivery and any necessary auxiliary attachments.
Funding and procurement: staff said the purchase and warranty will be paid from ARPA funds previously allocated to the equipment purchase. The city will separately acquire attachments such as a clamshell bucket as needed.
