Crawford County commissioners ratify dozens of routine purchases, contracts and grant awards

Crawford County commissioners on Feb. 5 ratified or approved a series of routine purchases, service agreements, grant awards and maintenance contracts across county departments, actions county officials said are budgeted or covered by grant funds.
Among the items presented and approved were a veterans-services purchase of 15,120 flags for county cemeteries at $12,296 (budgeted); two ratified correctional-facility payments — $787.80 to Craftmaster Hardware for a door closer and $838.30 to Lindsay Refrigeration for replacement of two rooftop-unit crankcase heaters (both not budgeted); and multiple juvenile-probation items including a community-service contract with the Crawford County Conservation District effective April 1–Oct. 15, 2025 for mowing and cleanup ($5,000 payable on completion), a gold-level fleet car-wash agreement at $12 per wash for eight JPO vehicles, and a $3,940 extended-warranty/support agreement for 10 electronic monitoring units (HomeGuard 2020) covering repair and maintenance.
Other approvals included a $5,236.72 annual membership/payment to the Pennsylvania District Attorneys Association (budgeted), a $400 purchase of a recording system (NVR) for Linesville MDJ office exterior cameras (not budgeted), and the chief assessor’s annual camera-software maintenance agreement for Vision at $18,070 plus authorization to replace two iPads ($3,998 total) with a combined monthly data plan cost of $73.98.
IT presented a new county artificial-intelligence policy (discussion; see separate item) and ratified purchases including Webex headsets from CDW-G at $6,279 (budgeted) and a ratified contract related to a property-management vendor (David Weekley; contractor now managed by a newly formed company). Public safety items approved included a GRAMA agreement with PEMA for $93,599.68 (from an interconnectivity fund), continued custodial services with Annie’s Cleaning, replacement of six Zetron radio consoles at $22,452, Breathing Air Systems repair work ($351.11), purchase of three MSA Galaxy chargers and holders at $9,972 (grant-funded HAZMAT-response funds to be distributed to county fire departments), enrollment in an AI skills training lab for emergency call-taking ($2,500 annually), renewal of a maintenance agreement for the public-safety document machine, payment of $15,950.07 toward Erie County’s EMS plan-administrator costs, and delivery of diesel fuel ($584.37).
County maintenance ratified invoices related to courthouse remodeling and approved payments including $11,400 to Scobell Company to replace a rooftop compressor at the Judicial Center, and a $2,500 service agreement with Stark Tech. Planning presented multiple small reimbursements tied to the Whole Home program (amounts ranging from $10.24 to $1,128) and the board approved a $20,000 blight-revitalization grant to Common Roots. Human services presented and had ratified a needs-based plan revision for FY 2023–24 because of increased community placements, and approved purchase requisitions for shared bus transportation under the McKinney-Vento Act (specific months and county shares were recorded in the packet).
Finance presented and the board approved a series of 2025 budgeted allocations and invoice payments, including: Crawford County Regional Airport Authority ($40,000); Penn State Extension (Q1 2025 allocation, $72,500); Community Health Services trip reimbursement ($51,746); CATA allocation ($50,000); and other routine allocations. HR ratified a separation and release agreement with an employee and approved 2025 SHRM membership dues ($985).
Voter services approved the purchase of an election-barn camera and networking system funded by the election-integrity grant and a $336 network cable payment to Hite Company (grant-funded). County leadership announced an intergovernmental agreement to provide tax-collection services for Conneautville Borough during a temporary vacancy (see separate article for discussion and public comment).
No formal roll-call vote tallies were recorded in the work-session transcript; presenters indicated items were budgeted or grant-funded where applicable and commissioners voiced no objection when asked. Where presenters said items were not budgeted, that status is noted above.
Ending: The board scheduled its next full session for Feb. 12 and reminded the public of county office closures for Presidents Day on Feb. 17.
