Board members said the town experienced payroll and scheduling complications after a prior closure and that the issues included differing start times across departments, part-time employee hour limits, and ambiguity about overtime and comp time. The board discussed whether emergency closures should be treated like holidays, whether employees who did not work should be paid, and how to treat employees who worked overnight or on essential shifts.
Members directed staff to consult with Corinne (referred to in the meeting as a resource on the town's payroll and contractual issues) and to craft a COOP template that department heads can complete. The board suggested the COOP should identify essential personnel by department, specify when paid time versus comp time applies, and identify who must report during emergencies. Board members also discussed involving the unions where applicable and reviewing county and Association of Towns guidance.
No formal action was taken to adopt a COOP at the workshop; instead, the board asked staff to research past payroll complications, consult with the appropriate personnel and union representatives, and return with a draft plan and any recommended contractual changes.
