Licensing commission approves liquor license for Shay Lizeth Creperie on South Lowell Boulevard

The Littleton Licensing Commission voted unanimously Feb. 12 to approve a hotel-and-restaurant liquor license for Shay Lizeth Creperie LLC, a creperie at 5856 South Lowell Boulevard, subject to the approval of the Colorado Liquor Enforcement Division and other standard local restrictions.

The application was approved 5-0 after the applicant described plans for on-premises wine and seasonal cocktails, a petition circulator presented neighborhood petition results showing strong support, and one resident spoke in favor during public comment.

Commission context and decision: The commission opened a public hearing at 6:34 p.m. on Feb. 12 and read the licensing resolution (LCU Resolution 9-2024). After sworn testimony from the applicant and presentation of petitions, a motion to approve the resolution passed unanimously, with five in favor and none opposed. Neighborhood support and petitions: Carol Johnson of Liquor Pros, the petitioning company, told the commission the petition effort made 267 attempts (84 business attempts and 83 residential attempts) and obtained 110 signatures: 109 in support and one in opposition. Johnson summarized participation breakdowns and reasons for nonparticipation. She said 54 businesses signed in support and 55 residents signed in support, with one resident opposed. In her presentation Johnson stated, "I do believe that with only 1 in opposition out of that meeting, that definitely shows the need and desire for this license to be issued in the neighborhood."

Public comment: Pam Chadbourne, a longtime resident who said she grew up locally, spoke during public comment and expressed support, saying the creperie "fits their business well" and that she looks forward to patronizing the establishment.

Conditions, clarifications and next steps: During the hearing commissioners asked about hours, training, proposed promotions (for example, happy hours and buy-one-get-one offers), and the physical location of the bar within the restaurant. The applicant indicated the bar area will be adjacent to the register and that staff will comply with state and local liquor regulations. The approval recorded by the commission is conditioned on state-level approval by the Colorado Liquor Enforcement Division; the commission noted that other routine local restrictions could apply.
