Franklin County commissioners approve minutes, emergency plan, two rezones and sale of Crestview property

Staff said the plan was reviewed by the Kansas review authority and approved under the state's planning standard; the transcript cited KSA 48-929(d) (referred to in the meeting as "KSA 48 9 29, little d") as the statutory requirement for counties to maintain an approved Emergency Operations Plan every five years. The commission voted to approve the plan.
Rezoning approvals: Planning staff described both rezoning applications and said staff and the Planning Commission unanimously recommended approval. The Singh application would rezone 3 acres of a 26-acre tract to R-3A while leaving the remainder in its prior district; staff said rural water and soils approvals were in place for septic. The Barnes application would rezone 30 acres to A-2 while leaving the remaining 208 acres in A-1; staff said the farmstead has necessary utilities. The commission approved both rezoning requests.
Crestview sale: County staff reported a public auction produced a high bid of $227,000 from a company named ATEC Services. Staff recommended authorizing entering a contract for sale at that amount and to allow the county official to execute the contract, subject to final contract terms and city zoning rules. Commissioners voted to authorize entering the contract and to permit execution pending completion of the sales contract.
