Atchison County Commissioners on Dec. 30 approved a series of reallocations and cancellations in the county's American Rescue Plan Act (ARPA) fund after staff said some invoices or service periods exceeded the timing rules cited by the U.S. Treasury Department.
Finance Director Mark Zeltner told the commission the county must submit ARPA expenses through a Treasury Department portal and that the last expenses the board had approved were recorded as of the Dec. 18 meeting. Zeltner said two invoices included dates or service periods extending beyond the eligible time frame and needed to be accounted for as 2024 expenditures.
To address that, commissioners voted 3-0 to have the county reimburse the ARPA fund $100,000 from the general fund related to a payment to an organization identified in the meeting as Project Concern,…
