Brandon Planning and Zoning Commissioners reviewed a draft Planned Development (PD) for North Ninth Avenue and agreed the item is ready to advance to public hearing after resolving access and lot-configuration details.
Commissioners discussed the PD’s lot dimensions, minimum lot area, lot widths and standard setbacks, and focused on ensuring the PD included contiguous parcels so the development could be recorded as a single planned development. Staff noted Lot 17 in Block 9 is included in the PD to preserve contiguity even though the property will remain on a single water meter and is not intended to be sold separately at this time.
Commissioners and the applicant discussed interior units that currently lack doors to backyards. Staff said the city’s preferred approach is to require a mutual access easement on the plat so middle-unit owners can tend rear yards. The applicant, Ron Weber, said Lot 17 will not be sold separately because it shares a single water meter; he confirmed the internal units lack direct backyard doors. Commissioners asked whether the plat should specify which abutting lot would provide gate access for each interior unit; staff and the applicant advised the common practice is to require gates on both sides for middle units and a single gate for end units, and that an HOA could formalize such access arrangements.
Staff said the PD will document that Lot 17 must remain as configured under the PD and noted that, if the owner later demolished and rebuilt, they could return to amend the PD. Because minor template edits remain (references to another development name), staff said the city will correct those clerical items and schedule the PD for public hearing. Staff suggested a likely Planning & Zoning public hearing date of Jan. 16; the city council date will be set afterward.
Commissioners did not take a final vote on the ordinance at the meeting; they provided direction to staff to prepare the plat with an access easement, correct template references, and place the PD on the public-hearing calendar.
The next steps are for the applicant to prepare the plat and for staff to post the item for public hearing; no formal adoption occurred at this meeting.
