The Safety Services and Licensing Committee approved an indoor-entertainment license and a victualing license for The Elliot on Park, 848 Park Ave., and attached an hours restriction of 9 a.m. to midnight for events.
Applicant Michelle Bonolo described the venue as an event space for private rentals — weddings, anniversaries and similar gatherings — typically in four- to five-hour blocks. Bonolo said the venue holds a Class P event-only liquor license that limits alcohol service to five hours per event and prohibits shots; food service is organized through an approved commissary and caterers.
Council members raised concerns about potential late-night noise and neighborhood impacts. Councilwoman Renzulli said she had received a constituent email opposing late-night events and read portions into the record describing past noise, difficulty contacting management, and concerns about trash and insufficient dumpster capacity. Renzulli also said she and another council member had walked the neighborhood during events and noted no recent litter issues under the current management.
Council members specified hours to address those concerns. After discussion the committee approved the indoor-entertainment license with a condition limiting event hours to 9 a.m. to 12 a.m. The applicant confirmed a planned New Year’s Eve champagne toast would end at midnight, and the committee said that requirement did not require revisiting the vote.
Council members also asked the applicant to be mindful of parking; councilors noted the adjacent City Hall parking lot is heavily used during business hours and may not accommodate larger daytime events. The committee approved the venue’s victualing license as well.
Bonolo said the space will operate with on-site supervision during events and has an approved commissary kitchen to allow caterers and food-entrepreneurs to prepare food on-site.
The licenses were approved by roll call; council members emphasized expectations that the operator enforce noise, trash and parking plans.
