Garner council adopts annexations, bonds and Yergin Park rezoning in Feb. 18 meeting

During a public hearing on bond financing tied to previously voter-approved GO bonds, council adopted two bond orders authorizing supplemental sales that make available up to $1,000,000 for street and sidewalk improvements and $935,000 for parks and recreation projects. Council approved those bond orders unanimously. Finance staff said the action supplements the existing GO bond authorization and preserves roughly $1,935,000 of borrowing capacity for a future issuance if needed.
Council also approved a conditional rezoning (CZ-24004) of about 72 acres for Yergin Park (Ordinance 20255305). The rezoning to commercial mixed-use conditional (CMX-C) includes 17 written use conditions, limits on athletic-field lighting, and an emergency-only gated connection to Eagle Rare Lane. The rezoning passed with four ayes and one nay.
Other formal actions included a closed-session motion for economic development under N.C. Gen. Stat. § 143-318.11(a)(4) and a routine motion to adjourn. The town attorney reported after the closed session that council discussed economic development incentives and took no official votes in closed session.
