Basin Recreation staff and board leaders presented a list of proposed changes to the district’s governance, finance and personnel rules. Changes included updated conflict-of-interest and nepotism definitions, a new county-style retirement savings match (401(k) match modeled on county policy), and a disciplinary protocol that calls for county attorney involvement in higher-level disciplinary matters.
County staff confirmed that the county attorney’s office and county HR reviewed the drafts and that Basin Recreation’s administrative control board had approved the proposals before the council’s consideration. Councilmembers said they appreciated the clarifications and the alignment with county practices for benefits and disciplinary review.
The council adopted the amendments in a single motion. Staff said Basin Recreation will implement the changes through standard human-resources and payroll processes and will notify staff of the benefit and policy updates.
