Council hears petition to vacate dead-end Brockpoint reservoir road, asks applicant for maintenance agreement

At the Jan. 20 meeting the Summit County Council held a public hearing on a petition from landowner Wesley (Wes) Sidaway to vacate a short public roadway off SR-32 that dead-ends near Brockpoint Reservoir. The road has been the route through which navigation apps sometimes guide recreational drivers and RVs, producing turnarounds, property damage and stranded vehicles.
County staff explained the road segment includes roughly 350 feet of paved surface the county maintains but continues as an unpaved private track that is gated near the reservoir pump house. The requested vacation would revert fee title for the segment to the adjacent private owner subject to any retained easements.
Council members and staff noted three practical points: the road is a dead end with gated access beyond the paved portion; property owners and Mountain Regional (a neighboring landowner) currently use existing access routes from other directions; and vacation alone would not automatically prohibit mapping services from routing drivers but would allow property owners to pursue physical measures (such as a gate) and clarify maintenance responsibility.
Council members said they were not opposed to vacating the segment but asked the applicant and affected property owners to return with a recorded easement and a shared-maintenance agreement to ensure continued access for any parties who need it. Staff said the legal process requires the council to consider the petition and that final action (ordinance to vacate) would follow after staff confirms easements or other recorded instruments.
Ending: County staff said they will work with the petitioner and neighboring landowners to assemble the easement and maintenance documents and bring a draft ordinance back to the council for final action.
