Leander council approves three annexations, tables Oakwood Hills to March 20
Summary

The Leander City Council voted on multiple voluntary annexations at its March 6 meeting, approving annexation ordinances for two small parcels related to a Baghdad retail site and for Oak Grove Estates, and deferring action on a larger Oakwood Hills annexation.
Baghdad retail annexation A public hearing opened for the Baghdad retail voluntary annexation (case A-24-0014) and related right-of-way annexation (case A-25-0018). No members of the public spoke. After discussion the council voted to approve each annexation; council recorded the motions, seconds and the outcomes as unanimous votes.
Oakwood Hills annexation postponed The council held a public hearing on the Oakwood Hills annexation (case A-24-0015 and adjacent right-of-way case A-25-0019), a proposal affecting approximately 337.292 acres and proposing large-lot development. Staff said a portion of the property lies within the city’s Certificate of Convenience and Necessity (CCN) for water, which creates a statutory obligation to serve that area. Council members expressed concerns about noncontiguous development, emergency-response distances, the potential effect on ISO ratings and the city’s municipal-service obligations if annexed.
After discussion the council withdrew a pending motion and chose to table the annexation readings to the March 20 meeting to allow staff to meet with the applicant and prepare additional options, including potential service agreements that would provide water without full annexation.
Oak Grove Estates approved The council conducted a public hearing and approved the voluntary annexation of Oak Grove Estates (case A-24-0016) and the adjacent right-of-way (case A-25-0020), totalling about 20.536 acres, by unanimous vote. Staff noted that approval of annexation does not itself approve zoning; zoning will be considered on a later agenda.
