The Houston Planning Commission granted a variance on March 6 permitting a zero-foot building line along Old Spanish Trail for a planned pedestrian bridge connecting MD Anderson's South Campus to the Felix Park site (Item 108). The applicant said the bridge aims to reduce pedestrian interaction with vehicular traffic along the busy corridor.
Planning staff recommended approval, saying a pedestrian bridge would reduce conflicts between pedestrians and vehicles and that the variance would not jeopardize health, safety or welfare. Staff specifically noted that the applicant must secure any necessary consents or encroachment agreements from Texas Department of Transportation (TxDOT) and Houston Public Works prior to permitting.
Chuck Davis, the applicant's representative, was present for questions. Commissioners asked staff and the applicant about coordination with relevant roadway authorities; staff said coordination with TxDOT and Public Works is a condition of permitting.
The commission voted to grant the variance and approve the plan subject to standard conditions.
