Church, neighbors press officials over road damage and traffic at Emerald Meadows replat; commission approves plat

The Houston Planning Commission on March 6 approved the replat for Emerald Meadows Section 2, but community speakers asked city staff and the developer to address traffic and road damage concerns ahead of construction.
Bishop A.L. Hickman Sr., pastor of Newcom Christian Fellowship, said the planned 13-lot residential development is adjacent to a middle school and a charter school and urged developers and the city to coordinate to keep students safe. "We do support this project, but we have some concerns," Hickman said, listing traffic, communication and road condition as the primary issues.
City staff told the commission that if construction activity damages the roadway, permit inspection requirements should require the developer to restore the road to its prior condition or better. Planning staff also offered to meet with concerned community members and with the applicant after the hearing to discuss communication during construction.
Commissioners asked staff to ensure the developer provides a point of contact for the neighborhood. Planning staff noted that in many cases road repairs would occur toward the end of construction to avoid repeated work.
The commission opened a public hearing for Item 96 and, after the public comment period and staff responses, approved the plat per staff recommendation by voice vote.
