Passaic council introduces ordinance to permit townhouses in R‑1 and R‑2 zoning districts; routine items approved

The council moved and seconded Ordinance No. 24 (introduction and first reading), described in the agenda as an amendment to chapter 3-17 of the Passaic City Code to permit townhouse units in R‑1 and R‑2 zoning districts. On item 12 the council recorded two abstentions during roll call: Councilman Love and Councilman Colombo (abstentions were recorded in the roll calls as seen in the transcript), with other members voting yes; the motion passed.
The council approved payment of bills and other administrative items by roll call during the meeting; roll calls for those motions recorded affirmative votes from the attending members.
Why it matters: The zoning change, if later adopted, would permit townhouse development in neighborhoods currently zoned R‑1 and R‑2, altering the allowable housing types in those districts. At this meeting the ordinance was only introduced (first reading) and will return for a subsequent hearing and vote. Several routine administrative approvals were adopted during the session and recorded on the public record.
