Salinas HRB corrects Certified Local Government report details, accepts minutes and postpones Empire House presentation

The Salinas Historic Resources Board reviewed its Certified Local Government (CLG) annual report and asked staff to correct attendance and form responses before the report is submitted to the state. Grant Leonard, planning manager, told the board he will "double check and report back to the group"; staff said the CLG annual report is due April 1 to the state.
Board members identified specific corrections: an attendance error for a July meeting and unanswered items on sections labeled E1 and F1 of the report. Board members also asked whether certain educational activities would count toward required training hours; staff said they would clarify what qualifies as training and follow up to ensure the board is "on the same page." The board concluded it is in compliance with the Certified Local Government program after staff agreed to make the stated corrections.
On a procedural vote, Board member Shinn moved to accept the minutes from Feb. 3; Board member Wasworth seconded and the board approved the minutes by roll call. The roll call recorded four affirmative votes and the chair declared the motion passed.
Other administrative updates: staff said they are processing a California Preservation Foundation membership and will report back once enrollment is complete. Staff also reported they will audit the city's permitting system to flag historic resources; the new planner will help with that work after she becomes acclimated.
The Empire House project presentation was postponed. Planning staff said they would reach out to the property owner and return with a formal presentation next month focusing on the house and not the ramp that had generated concern. Staff and consultants also noted an address for Empire House (119 Cayuga) and offered to assist with research.
The board briefly reviewed certificate of appreciation templates (for reference only) and confirmed a board member's request to present on historic Chinatown at a future meeting. The meeting adjourned at 12:55 p.m.
