Eaton County approves Delta Township alerting MOU and accepts FY24 homeland-security subrecipient agreement

Ryan Wilkinson, Eaton County emergency management director, updated the board on preparedness activities and sought approval for two action items: a memorandum of understanding with Delta Township for county-managed alerting authority and the county’s FY24 subrecipient agreement for Homeland Security Grant Program funds.
Wilkinson said the county maintains the integrated public alert and warning system (IPAWS) and would act as the alert-originating authority for the county under an MOU with Delta Township; the MOU aligns with the county’s FEMA tri-annual agreement. The board moved and carried the MOU.
Wilkinson also described an annual subrecipient agreement tied to a FEMA preparedness grant (Homeland Security Grant Program). He said the FY24 allocation to Eaton County is "a little over $21,000," that Ingham County acts as the fiduciary for the grant and that the funds are restricted to training and exercises consistent with the Homeland Security Exercise and Evaluation Program. Wilkinson noted federal-level volatility in grant reimbursements could cause delays but said reimbursements were currently being drawn down.
The board approved the subrecipient agreement. Wilkinson said the county typically uses those funds for training or exercises and expects to expend them within the three-year award period.
No policy changes beyond the executed MOU and subrecipient agreement were recorded.
