Fairgrounds staff updated the board on entertainment plans for the 2025 season and warned the industry is experiencing sharp cost increases that could affect the feasibility of new events.
"Our industry porta potty sound equipment, all of that stuff is up 65% since COVID," staff said, summarizing industry trends presented at a recent Oregon Festivals and Events Association conference. Staff said sponsorship dollars were slow to firm up and that higher overhead and labor shortages across the sector made the board’s fundraising and scheduling choices riskier than in prior years.
Staff described a proposed music lineup that would include a kickoff concert (a large single-night event) and a multi-night fair entertainment schedule featuring tribute acts and regional bands. The board discussed charging for a rooftop/upper-level VIP viewing area for the rodeo: staff noted press deadlines for the fair premium book and said a late announcement is possible but that inclusion in the printed material requires a decision now.
Board members debated whether to proceed. One board member urged moving forward, noting the fairgrounds has momentum and regional visibility; another warned the board should not force staff to shoulder the financial shortfall. At one point a board member moved that the Fair Board "accept full responsibility for the success or failure of the Tuesday fair kickoff event in 2025." The motion was seconded but later withdrawn after further discussion; the board did not record a binding vote to shift financial responsibility to staff.
Despite the contention, the board signaled support for continuing to plan the kickoff and concert series. Staff was asked to prepare a simple profit-and-loss (P&L) estimate—itemized costs for headliners, stage and support—and to continue pursuing sponsorships. Board members offered to assist with outreach and to consider the board’s ability to cover shortfalls if necessary.
