Planning commission approves consolidation of parcels for Blackhawk Business Park development

The Payson City Planning Commission voted Jan. 22 to approve a subdivision plat amendment consolidating multiple condominium parcels and an adjacent lot at the Blackhawk Business Park, allowing a previously approved mixed-use residential and commercial development to proceed.
Staff told the commission the owner of the undeveloped condominium units and adjacent parcel intends to combine them into one parcel to facilitate construction of the mixed-use project, which includes about 48 residential units and up to 12 commercial/office units.
"This is just a paperwork shuffle," Michael said during the presentation, describing the consolidation as an administrative action that does not change prior council approvals for the development. Michael said the owner already holds the undeveloped condominium units shown on the county parcel map and that the Jimmy John’s parcel is currently separate in the mapping even though the applicant owns the properties.
The presentation showed the site along 800 South with the primary development access located between existing condominium units and a larger parcel to the south. Michael said the parcel will use the same access as originally planned and noted that 800 South is a Utah Department of Transportation road that limits access points; the driveway at the Jimmy John’s location is described as a right-in/right-out.
The applicant provided a traffic study at the city council’s request, Michael said, and staff recommended approval of the plat amendment. During discussion, resident and project representative Wes Zufelt confirmed the driveway arrangements and described restrictions on left turns from the Jimmy John’s access. "So Scratch that same owner owns it all," a participant said while clarifying ownership during discussion.
Commissioner Becker moved to approve consolidation of lots described as Box 3 A B, 4 A B, 5 A B and 6 A B for the Blackhawk Business Park Condominiums Phase 1 plat, finding the proposal met city code and had no detrimental impacts; the motion was seconded. The roll call vote recorded Commissioners Becker, Beecher, McCall, Frisby, Hamillie, Adams and Warner as voting yes.
The commission recorded the approval and directed staff to consolidate and record the plat accordingly.
Recordkeeping: the item was presented as agenda item 5.1; the commission’s approval is limited to the plat amendment recorded at the planning commission level and does not change previously approved site plan or building permits required for the development.
