Payson City Council on March 5 approved amendments to the city fee schedule that raise fees for certain land-disturbance permits, lower deposits for garbage-only utility accounts and revise impact-fee wording to match Salem’s changes.
The council voted to adopt the package after staff explained the changes and comparisons with neighboring cities. Staff said the new land-disturbance fees are intended to support the city’s storm-drain program and to help meet Environmental Protection Agency stormwater requirements. Council discussion focused on how the new fees compare with nearby cities and whether they cover inspector costs.
Travis, a city staff member who reviewed the proposal, said the land-disturbance fees were modeled on Salem’s structure and that the proposed amounts aim to cover inspector time and equipment costs. He said the city’s proposed fees are not intended to be the most expensive in the region but to be closer to cost recovery.
The amendments also reduce the required deposit for accounts that receive only garbage service from $250 to $75, and alter the language for development impact fees so it reflects what Salem has enacted, staff said.
The council approved the fee-schedule amendments by motion. The vote was recorded as carried; individual roll-call votes are not listed in the meeting transcript.
