Committee lays over bill shifting MMB uncollectible-debt report deadline from Oct. 31 to Nov. 30

The State Government Finance and Policy Committee on March 6 laid over House File 1809, a bill that would move Minnesota Management and Budget(MMB)'s annual uncollectible-debt summary report deadline from Oct. 31 to Nov. 30.
Representative Paul Nash, chair of the committee, moved the bill forward for possible inclusion and Vice Chair Representative Davis presented it. Paul Moore, assistant commissioner of accounting services at MMB, told the committee the legislature created the report in 2019 and that agency accounting staff often cannot collect all necessary information until mid- to late-October while completing the state's audited financial statement.
"By extending the due date by 1 month, this bill provides our agency the additional time we need to transmit this report to the legislature," Paul Moore said, adding staff face heavy overtime during the October period.
Representative Leep Cleburne asked whether the change would reduce overtime costs. Moore responded the staff put in overtime; Representative Cleburne said reducing the need for overtime, whether paid or not, matters to him.
The chair renewed his motion that House File 1809 be laid over for possible inclusion. The committee did not take a final vote on the bill that day.
Why it matters: The bill would shift a statutory reporting deadline by one month. Committee members said the change is intended to relieve end-of-fiscal-year workload pressures on accounting staff and could reduce overtime and related costs.
