Votes at a glance: Commissioners extend Schuylkill River Passenger Rail Authority, approve appointments and staff lists

The Montgomery County Board of Commissioners took a series of routine and substantive votes at its March 6 meeting. Key outcomes included reauthorization of a regional rail authority, several appointments, and approvals of personnel, contracts and advertisements for bids.

Schuylkill River Passenger Rail Authority reauthorization The board voted to authorize an extension of the Schuylkill River Passenger Rail Authority (SRPRA). The county said the authority was created in June 2022 to study restoration of passenger rail between Reading and Philadelphia with anchor stations including Pottstown. County staff reported the project has advanced into the Federal Railroad Administration’s corridor‑level process and that Chester and Berks counties had already approved reauthorization. Commissioners approved Montgomery County’s continued participation so the tri‑county authority may proceed to the next federal funding phase.

Appointments and board seats - Matthew Popak: Commissioners approved an appointment to the Suburban Transit Network (staff appointment). - Montgomery County Soil Conservation District: The board approved the appointment listed in exhibit G‑3 (the meeting record shows a contested discussion and an unsuccessful amendment to substitute an alternate candidate). - Erin Boyle: Commissioners appointed Erin Boyle to the Montgomery County Community College Board of Trustees.

Personnel, contracts and procurement The board approved the county personnel list and the salary board presentation dated March 5, 2025, and voted to advertise a series of bids and RFPs (exhibit A). The commissioners also approved contract awards, amendments and renewals described in exhibits B and C, and approvals for Southeast PA regional task force consultant contracts.

Meeting procedure notes During the Soil Conservation District appointment a commissioner moved to substitute a reappointment of an incumbent; the amendment did not receive a second and the original motion carried after a roll call. Several agenda items were approved by voice vote and the record shows motions, seconds and unanimous or majority actions as described on the public agenda.
