Committee reallocates Evergreen Mills turn-lane funding to Route 287/Eastgate Drive intersection project

The Loudoun County Finance, Government Operations and Economic Development Committee on March 5 voted to reallocate funding planned for the Evergreen Mills Road westbound left-turn lane project to the Route 287 and Eastgate Drive intersection improvements and the Berlin Turnpike traffic signal project.
Chair Randall made the motion and Supervisor Umstead seconded. Chair Randall explained that the action reassigns FY25–27 local road funding from the Evergreen Mills turn-lane to the Route 287/Eastgate Drive intersection improvement project. "This is basically... it is a transfer of money. It is, motion simply FY25, 26, 27 Evergreen Mills turn lane funding to the Route 287 and Eastgate Drive intersection improvements, Berlin Turnpike signal project," Randall said.
Supervisor Kirschner told the committee he had discussed the timing of the projects with district stakeholders and that shifting funds was appropriate because the Evergreen Mills project is well underway and has proffered elements; proffer funding will replace local tax funding originally allocated for the Evergreen Mills project, allowing the reallocated local funds to be used elsewhere in the district.
Committee members confirmed the project-to-project transfer would not remove an already-proffered turn lane from development; Building and Development staff reported the Evergreen Mills work is substantially advanced. Committee approval was 4-0-1, with one supervisor off the dais.
The committee's recommendation will be forwarded to the Board of Supervisors for inclusion in upcoming budget actions and to effect the actual funding reallocation.
