Loudoun committee forwards amended FY2025 CIP, funds Fleetwood Road study and Beaver Dam Run pedestrian crossing

The Loudoun County Finance, Government Operations and Economic Development Committee on March 5 voted to forward the amended FY2025 capital improvement program (CIP) to the Board of Supervisors for approval and approved two funding adjustments: a $250,000 study of Fleetwood Road funded from the capital project management account and a $1,200,000 appropriation of cash proffer revenue for a pedestrian crossing over Beaver Dam Run.

County staff told the committee that the Fleetwood Road study was estimated at $250,000 and would take about 12 months to complete and that there is sufficient funding in the capital project management account to cover that study. "Last evening you received your CIP work session packet, which contained responses to all CIP questions that were received in writing through February 24," a staff member said, summarizing items in the packet.

Supervisor Sainz moved the packet motion to forward the amended CIP to the March 10 Board of Supervisors budget work session and to direct staff to execute the budget adjustments. "This is, a smooth ish year for the, the CIP, mainly because we aren't adding any new projects into the CIP this year," Sainz said after the motion; the committee agreed to forward the package.

The committee also directed staff to appropriate $1,200,000 of cash proffer revenue to the Linear Parks and Trails program project to construct a pedestrian crossing over Beaver Dam Run. Committee members noted that the proffer funding came from the Ashburn Station Regency proffer and that the Department of Planning and Zoning had determined those proffers are appropriate for the bridge.

Votes on the packet motion and its funding directions passed with four votes in favor, zero opposed and one member absent (4-0-1). The committee's recommendation will go to the full Board for review at the March 10 budget work session.

Members and county officials who spoke during the item also praised Parks and Recreation staff and volunteers for long-term work on the county's Linear Parks and Trails program (formerly called the Emerald Ribbon). Steve Torpy of Parks and Recreation and citizen volunteers including Jimmy O'Connor and Eric Scudder were singled out by supervisors for their roles in advancing trail connections countywide.

The committee adjourned after forwarding the amended CIP and directing staff to proceed with the two budget adjustments.
