Guinevere Cannon, who identified herself as an HOA manager and a Santa Maria resident, told the City Council she does not feel safe in parts of the city and asked for increased law-enforcement presence.
“I don't feel like Santa Maria is a safe city,” Cannon said, describing incidents she had witnessed in retail parking lots and saying seniors in her network avoid going out after dark. Cannon expressed frustration that retail clerks told her officers “really don't do anything” in some situations and called for more patrols and visible enforcement.
Cannon also raised concerns about emergency-room capacity and wait times. She recounted being told by an emergency-room nurse that waits could be “three hours” and linked longer waits to population and immigration pressure on local medical services. “Either we need another hospital, or we need to curb immigration here,” she said.
Her remarks came during the public-comment period; no council response or motion addressing the safety or hospital-capacity issues was recorded in the meeting. City staff present did not provide new enforcement plans or data at the time.
Clarifying details from the meeting: Cannon spoke during the public-comment period, which the clerk said allows three minutes per speaker and a 15-minute total; four speakers were scheduled. Cannon described her concerns as both personal observations in retail and pharmacy parking lots and broader worries about service demand at local hospitals.
Ending: Cannon urged the council to “take this to heart”; the council did not announce follow-up action during the session.
