Summary
The committee approved a motion to task the Los Angeles Housing Department with standing up a time-limited bureau to track performance and outcomes for city homelessness spending, including staffing plans and potential philanthropic support. The motion passed 3–0 in committee.
Council Member Grama’s motion to create a time-limited bureau within the Los Angeles Housing Department to provide performance management and oversight for city homelessness spending was approved by the committee.
The motion asks LAHD to prepare a resource and staffing plan for a bureau focused on monitoring outcomes across shelter, interim housing and permanent supportive housing, and to identify funding and philanthropic support for the effort. Grama told the committee the city spends more than a billion dollars on homelessness-related responses in the current fiscal year and lacks a single office charged with routinely measuring basic performance questions such as shelter lengths of stay, outreach frequency and vacancy timelines for permanent supportive housing.
Committee members cited early evidence that centralized oversight can improve results: the CLA presented data showing the city recently filled about 350 permanent supportive housing units in February after the city began performance-focused reviews, compared with a prior monthly average near 70 units.
The motion was approved on roll call without dissent. The committee asked LAHD to consult with LAHSA and other partners on the bureau structure and report back with a staffing and funding plan.
Ending: LAHD will develop a plan for a time-limited bureau to improve transparency and performance measurement across the city’s homelessness investments, and report to the committee.
