Roby added that technical colleges committed to match legislative funding with locally secured dollars at roughly a $1 for $2 ratio.
Other members, including Representatives Cassin and Derby, urged support and described the appropriation as a one‑time, workforce‑development investment to modernize training equipment and help technical colleges meet industry needs across the state.
Because the measure included appropriations, concurrence required a two‑thirds vote. The clerk reported the roll call at 59 yeas and 11 nays; the motion carried and the House concurred and returned the bill with the Senate amendments.
