Planning Commission approves 53‑lot Lennar subdivision in northwest Armstrong–McKinley area

The Planning Commission approved Vesting Tentative Tract Map No. 6475 and an associated plan development permitting a 53‑lot subdivision at the northwest corner of Armstrong and McKinley Avenues.

Rob Hold, supervising planner, presented the tract and said the site is about 5.42 acres and proposed 53 lots with a remainder parcel where an existing house sits. He told commissioners the tract density would be about 9.78 dwelling units per acre, consistent with the RS-5 zone (which allows between 5 and 12 dwelling units per acre). Hold described three requested changes to conditions of approval that staff and the applicant had agreed to: removing a garage-to-primary-facade requirement in the plan development conditions; providing an approximately 4,500-square-foot central open-space outlot and trail along McKinley; and removing a proposed sewer line segment along McKinley between the two new subdivision streets because utilities would instead connect via internal local streets.

"Staff recommends adoption of the EA, the environmental assessment, approval of the tract map and approval of the plan development with these proposed changes of the conditions," Hold said. Lennar representative Walter Diamond described the project as a modest residential subdivision that will include small yards and two- and three-bedroom plans. "We're very excited about this project," Diamond said, and noted that permanent flood-control facilities installed nearby removed temporary basins that had previously caused drainage problems.

After staff presentation there were no public opponents and one public commenter in support (the applicant’s representative). Commissioner Sher Gil moved to approve the tract map and plan development with the condition changes; the motion was seconded by Commissioner Calandra and approved by the commission.
