City presents commendations to Kelly Gould and Victor Shear for volunteer service

Lake Forest City staff presented commendations to longtime volunteers Kelly Gould and Victor Shear for their service to city parks, programs and community events.
Deputy City Manager McGovern summarized each recipient’s contributions before presenting signed commendations. McGovern said Kelly Gould has served on the commission since 2021, has lived in Lake Forest City for more than 15 years and has led Little League activities and efforts to improve access and park amenities—particularly at Heroes Park.
McGovern said Victor Shear first served on the commission beginning in 2013, has lived in Lake Forest City for more than 20 years, chaired the Friends of Heritage Hill Historical Park volunteer group and helped plan the city’s 25th anniversary events. McGovern noted Shear’s role in veterans’ programming, including a new memorial plaque program at Veterans Memorial Park planned to begin in the next fiscal year.
Both Gould and Shear were invited to the dais for photographs and to receive signed commendations from the commission. Commissioners thanked the recipients for their years of volunteer service.
