Design Review Committee approves master sign program for 1904 Olympic Boulevard

The Walnut Creek City Design Review Committee on Wednesday approved a master sign program (MSP) for 1904 Olympic Boulevard, part of Olympic Plaza, and adopted a CEQA exemption for the project.
The committee voted 4-0 to adopt a resolution approving the MSP for 1904 Olympic Boulevard, including a recommendation that the project qualify for a CEQA exemption for existing facilities (CEQA Class 1, Section 15301), and to apply standard conditions of approval for master sign programs.
Chip Griffin, principal planner with the Walnut Creek Planning Department, presented the application (listed in meeting materials as 24-087) and described the proposal as a new wall sign program for a three-story office building within Olympic Plaza. Griffin said the MSP would allow up to six ground-floor wall signs in designated locations, with an individual sign area of just over 12 square feet, non-illuminated aluminum backing, letter heights up to 16 inches and logos up to 20 inches. Griffin said the MSP would also formalize building addressing changes that followed a recent consolidation from two addresses to one.
Griffin recommended the commission adopt the CEQA exemption for existing facilities and approve the MSP subject to the standard conditions. No members of the public offered testimony and the applicant did not make a presentation; an individual identified only as "Sid" was present for questions.
After a motion to approve the CEQA exemption and adopt the resolution, the commission recorded a roll-call vote: Commissioner Case — yes; Commissioner Basing — yes; Commissioner Riley — yes; Chair Newsom — yes. The motion carried 4-0.
The MSP application packet included plan elevations identifying six permitted sign locations and example sign graphics. Griffin noted that a separate MSP for the adjacent 1910 Olympic Plaza building limits letter heights to 8 inches because those signs are located on forward-facing awnings; the proposed MSP for 1904 Olympic Boulevard permits larger letter heights for ground-floor wall signs in the locations shown on the submitted plans.
The commission’s approval incorporates the standard conditions for master sign programs and the CEQA exemption determination. Any future deviations from the approved MSP will be subject to the city’s sign ordinance and review process.
