Staff told commissioners that whether the commission will draft ordinances or a summary of recommendations will depend on the commission’s consensus and the resources required to implement any proposals.
Commissioners and members of the public urged that the commission’s work be grounded in good data and cost analyses. Several speakers recommended stronger community education and clearer information about tenants’ rights and existing assistance programs; staff said cost estimates and implementation details would be developed later in the year as recommendations solidify. The commission moved and seconded the proposal and approved it by roll call vote: Commissioner Cantu — yes; Commissioner Marks — yes; Commissioner Ramirez — yes; Commissioner Winkler — yes; Chair (name not specified) — yes.
The commission also approved the minutes from the prior meeting at the start of the session by roll call vote with the same recorded members voting in the affirmative.
Staff said the 2025 calendar is intended to refine implementation strategies from the City of Albany 2023–2031 Housing Element (Programs 5c and 5d) and to balance tenant protections with a functioning housing market. Commissioners directed staff to incorporate cost and feasibility analyses as the commission moves from initial discussion toward any ordinance drafting or formal recommendations to the City Council.
